Brazil Congress votes against return to paper ballots

Brazil's Congress has voted against a return to paper ballots at next year's presidential election.
The move is a major blow for President Jair Bolsonaro.
He has been pushing to end electronic voting, claiming it is open to fraud, although he has not provided any evidence.
Bolsonaro is threatening to reject next year's result unless the system is changed.
