China’s 2021 National People’s Congress opens with Hong Kong’s electoral system on the agenda

China’s most important political meeting, the National People’s Congress (NPC), opened on March 5, 2021, one day after the annual gathering of the Chinese People’s Political Consultative Conference (CPPCC). Collectively known as the “two sessions” or lianghui, the conferences take place in Beijing and last until March 11, 2021. Among the tasks on the NPC agenda this year is passage of the final version of China’s 14th five-year plan, as well as discussion of a dramatic overhaul of the Hong Kong electoral system. Other key agenda points include a new economic growth target, postponement of the retirement age to deal with the nation’s ageing population and an increase in the country’s defence budget. Plans to fight climate change and for meeting China’s 2060 carbon-neutral pledge are also being tabled.
