Explainer: How does Hong Kong select its government?

Hong Kong is due to hold a series of elections to determine who will run the city over the next five years. It begins with the selection of delegates to the Election Committee, who will have great influence over who can run for a seat on the Legislative Council, as well as who can run to become the city's next leader, the chief executive. Elections in Hong Kong are not simple “one person, one vote” polls. Only a fraction of the Legislative Council is elected directly, and the top leader is chosen by the Election Committee, composed of a group that is only 0.02 per cent of the city's population.
