The United Kingdom is a "beacon to the rest of Europe and the world" when it comes to tackling racial inequality and forging a successful multiethnic society - that is according to a government-appointed Commission on Race and Ethnic Disparities, set up in the wake of Black Lives Matter protests last year.
But the report's optimistic findings are challenged by communities that say they face race-based disparities every day.
