Kim Jong-un offers hope and threats in New Year speech

South Korea has welcomed a New Year message from North Korea's leader, who's raised the possibility of talks.

Kim Jong-un said the path to dialogue is open and he hopes ties will improve.

He also said he'd only use nuclear weapons if threatened - and that the launch button is on his desk.
